Job Description SummaryThe Senior Specialist - Government Operations is an individual contributor who is responsible for GE Aerospace Research's US Government funded program activity (as both prime and subcontractor). The position requires solid proficiency in financial planning, data reporting, and regulation compliance for a variety of contract types (Firm Fixed Price, Cost Plus Fixed Fee, etc) and develop proficiency in Cost Reimbursement and development contracts, as described in the Federal Acquisition Regulations. Finally, you will engage in and support data analysis for a variety of contract auditing responsibilities. Integrate with a large cross-functional and matrixed team that comprises the GE Aerospace Research Government Operations organization. This responsibility includes both direct and indirect collaboration relationships, as well as communication to Executive site leaders at GE Aerospace Research.
Manage GE Aerospace Research's US Government Direct & Indirect projects - ensure coordination with Aerospace Technical/Project management from a financial and contractual perspective. Ensure that Direct & Indirect proposal requests are supported for the majority of project opening tasks. Monitor project financials and ensure funding changes are enacted as authorized.
Manage reporting for contract and portfolio level financials in support of GE Aerospace Research's US Government Direct & Indirect projects.
Monitor for billing holds and perform revenue adjustments as appropriate. Perform spend forecasting based on plan and signal reactions as needed.
Ensure coordination with Aerospace Technical/Project management from a financial and contractual perspective.
Ensure that Direct & Indirect proposal requests are supported for the majority of project opening tasks. Monitor project financials and ensure funding changes are enacted as authorized.
Support proposal process execution.
Manage government contracting metric reporting.
Perform data analysis in support of yearly compliance audits.
Drive inputs to government business operations process improvements and strategy.
Engage with cross functional team to support project leader in successful execution of external contracts.
Support risk and opportunity management during proposal and execution phase of projects.
Monitor monthly/quarterly spend, resolve subcontractor invoice disputes, assists with invoice collection efforts.
Engage in and promote an environment of continuous improvement, able to suggest and implement Contract Operations process improvements.
Use judgment to make decisions or solve moderately complex tasks or problems that impact the function. Bring new perspective on existing solutions. Use technical experience and expertise for data analysis to support recommendations. Use multiple internal and limited external sources outside of own function to arrive at decisions.
Required Qualifications
US Citizenship required
Bachelor's degree from an accredited university or college in fields related to finance, accounting, business administration
Minimum of five (5) years of data analytics/ reporting experience.
Proven analytical and financial modeling skills
Proficiency in MS Excel.
Must be willing to work out of an office located in Niskayuna, NY.

The base pay range for this position is 124,000 - 20,000 USD Annually. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary.
