The position serves as the initial point-of-contact for businesses, contractors/developers and residents for code compliance matters by responding to complaints, providing guidance to resolve violations and conducting proactive educational outreach. Responsibilities include inspecting private and public structures, signs, yards, and premises for compliance with zoning, and other related codes and regulations; investigating complaints of non-compliant properties, educating the public regarding local regulations, and initiating appropriate corrective actions.The Zoning Compliance Liaison must use considerable independent judgment and discretion in the performance of their duties.The person is part of a team that promotes an overall positive customer service experience within the development services area and contributes to the city's vision to create a vibrant, compassionate and innovative team.Starting salary range is $73,477 to $86,446 depending on qualifications, with advancement to $103,734.To have your application considered in the first round of reviews, please apply before Tuesday, October 15, 2024. DUTIES AND RESPONSIBILITIESEnsure compliance with zoning requirements

Interpret codes, regulations and ordinances and assess public and private infrastructure for compliance with site plans, conditional use permits, zoning variances, building plans and business license applications.

Conduct on-site inspections to determine existing conditions as they relate to site plans, conditional use permits, zoning variances, building plans and business license applications.

Investigate and respond to possible zoning compliance violations.

Provide guidance on codes and make recommendations on corrective actions.

Develop both oral and written corrective action notices and coordinate compliance efforts with other departments as needed.

Prepare written reports and maintain files of complaints, inspections and resolutions.

Appear in court as a witness as needed.

Assist in reviewing and proposing updates to zoning codes, ordinances, and land-use policies based on community feedback and compliance trends.

Serve as a City representative in providing information, education, and findings to City Council, commissions, boards, community groups, and the public.

Act as a zoning information resource person for various neighborhood groups, City Council, contractors/developers, other governmental bodies, media, attorneys and residents.

Perform research to determine allowed uses of property and prepare reports and recommendations for Zoning Board of Appeals, develop and maintain automated files by address for each incident.

Provide explanation of the City Ordinances, Zoning Code, Building Code, and Housing Code requirements, and related construction permits and procedures.

Prepare reports for zoning boards, city councils, or other governing bodies detailing compliance activities and recommendations.

Perform research to determine allowed uses of property and prepare reports and recommendations for Zoning Board of Appeals, develop and maintain automated files by address for each incident.

Assist in preparing for Board, Council, and other public hearings and presentations.

Provide proactive education and outreach related to Rochester zoning requirements

Develop and maintain productive relationships with neighborhood associations.

Proactively educate owners, contractors, and the public about zoning codes and ordinances.

Conduct systematic and routine inspections of all properties within the jurisdiction of the City of Rochester.

Perform other duties as assigned or necessary.

MINIMUM QUALIFICATIONSEducation and ExperienceBachelor's degree from an accredited college with major course work in Planning, Architecture, Construction Management, Building Inspection, Engineering, or other applicable area and two years of relevant employment experience.OR An equivalent combination of education and employment experience to successfully perform the essential duties of the job.
