Seeking a Program Manager (PM) within the Radar Sensor Systems (RSS) portfolio focused on execution as a Prime for Raytheon and Major Subcontractors for sustainment support of an advanced airborne radar. This position serves as a direct report to the Senior Program Manager of RSS Sustainment organization. The PM will be responsible for executing the current program, while positioning for long term affordability and growth. As part of the affordability model the PM will successfully strengthen Sustainment Contract to Firm Fixed Price (FFP) contracts. The PM must provide independent Integrated Product Team Leadership in alignment with organizational goals to ensure that contractual commitments and product support maturation expectations are met. The PM will be responsible for developing and reporting metrics to optimize all operations. The PM will act as primary Raytheon management and customer contact on status and technical performance, and must anticipate and fulfill customer needs to ensure customer satisfaction. The PM will partner with the Chief Engineer and the other IPTLs to develop predictive analytics to optimize Depot (RTAT) and other Key Performance Indicators (KPIs) to improve system availability and reliability. Fluency in database manipulation is preferred. The PM will measure and enhance the performance of program task elements such as engineering, operations, security, supply chain, quality, contracts, finance, and administrative functions in the execution of required program execution and financial activities as well as gate reviews. The PM must understand and be able to present complex estimates-at-complete (EACs). Responsibilities include financial, schedule, technical performance, and management for emerging opportunities. Duties include preparing Basis of Estimates (BOEs) for proposal and capture activities, preparations for negotiations, contribute and execute affordability strategies, prepare & present material for customer executive Program Management Review (PMRs), Program Performance Reviews (PPRs) Technical Interchange Meetings (TIMs), as well as latest revised estimates (LREs) in support of quarterly estimate-at-complete (EACs). The PM will cultivate both Risk and Opportunities. Required Skills: Minimum of 10 years of relevant professional work experience in Program Management domains such as Cost Account Manager, Integrated Product Team Lead, Program Operations, Production Control or similar US Citizen Status required with current/existing Top Secret security clearance and ability to obtain Special Access Program (SAP) clearance Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, IPT leadership, and support organizations Excellent verbal and written communication skills, including negotiation skills to communicate program status, issues and resolution plans across all major stakeholders including internal senior management, customers and major subcontractors Technical understanding of the interdependencies associated with supporting complex systems Demonstrate business acumen to drive sound leadership decisions Experienced in development and execution of affordability plan to support the transition to a FFP contract Proven experience with business and project management tools and procedures (e.g. PMX, EVMS, IMP/IMS, Risk Management, Financial Forecasts, and EACs) Must be highly organized and be an effective leader, communicator, decision maker and able to inspire teams to meet program objectives Proven ability to quickly come up to speed on technical and management efforts currently underway Work collaboratively with matrixed organization to ensure the program is properly staffed at all phases of the program with personnel that have the right skill sets and company values Earned Value certification or ability to obtain associated certification within 12 months of hire Ability to achieve Raytheon PM Level Certification per policy requirements Capture Management Experience for Firm Fixed Price and Cost Plus Incentive contracts and experience leading or supporting proposal development efforts, from cost estimating, BOE generation, and negotiations Experience with the Microsoft Office suite (e.g. PowerPoint, Excel, Project, and Word) Must be willing and able to travel, as required Desired Skills: Previous experience on SAP programs Experience managing all phases of system development from IMS definition, cost baselining, and requirements decomposition through Software Development, Requirements Verification, and Risk Management Framework (RMF) Strong technical / radar acumen Required Education (including Major):Bachelor’s degree in Science, Technology, Engineering, Mathematics, or Business Management; Master’s degree preferred 188219Raytheon is an Equal Opportunity/Affirmative Action employer.
