Provides direct leadership and supervision to the Chief Information Officer (CIO), leadership and oversight for institution-wide data analytics, artificial intelligence, and leadership and supervision to the head of Information Security, ensuring their functions align with the overall technology strategy for the institution.Essential Job Functions:Vision:

Collaborates with executive leadership to develop a comprehensive technology vision aligned with the organization's mission and strategic goals.

Conducts comprehensive research and analysis to identify emerging technologies with high potential to add value and efficiency to administration functions, patient care, research, education and innovation.

Translates the technology vision into actionable roadmaps, outlining prioritized initiatives, resource allocation, and implementation timelines.

AI Strategy:

Develops and implements an AI strategy that includes crafting a vision for how AI translates across all mission areas – education, research, clinical care, and innovation. This involves identifying potential use cases, evaluating different AI technologies, and developing a roadmap for implementation.

Ensures responsible and ethical use of AI: establishes clear guidelines and processes for ensuring that AI is used responsibly and ethically within the organization including addressing concerns about bias, transparency, and privacy, and ensuring compliance with relevant regulations.

Oversees the integration and governance of AI technologies including responsibility for ensuring that AI systems are effectively integrated with existing IT infrastructure and data systems. Establishes governance processes for managing AI models, data, and algorithms, and ensuring their security and performance.

Leadership & Innovation:

Provides strategic direction and leadership to a high-performing Technology team, fostering a culture of collaboration, innovation, and continuous improvement.

Establish and manage a robust innovation framework to encourage, evaluate, and pilot promising new technologies.

Additional Responsibilities:

Manages the UTMB technology budget and resources effectively, optimizing investments and ensuring alignment with strategic priorities.

Establishes and maintain strategic partnerships with technology vendors and external entities to leverage cutting-edge solutions and expertise while complying with state procurement requirements.

Implements and upholds robust data security and privacy protocols, ensuring compliance with all relevant regulations.

Stay abreast of industry trends and best practices in healthcare technology, actively participating in professional networks and knowledge-sharing forums.

Executive Oversight:

Provide direct leadership and supervision to the Chief Information Officer (CIO), head of Data Analytics, IT security officer and AI technology leader.

Defines the strategic direction and key performance indicators (KPIs)

Foster strong communication and collaboration across all mission areas and executive leadership

Provides executive oversight to the functions of the VP & Chief Information Officer (CIO):

Provides executive oversight to the leadership of the Information Technology Services department, ensuring efficient management of infrastructure, network, and applications.

Oversees development of IT policies and standards that align with the overall technology strategy.

Ensures the reliability, security and performance of all IT systems and infrastructure.

Provides executive oversight to the functions of the Head of Data Analytics:Data Strategy and Governance :

Develops and executes a comprehensive data strategy that aligns with the university’s objectives.

Establishes data governance policies and practices to ensure data quality, security, and compliance with regulations.

Implements data management systems and best practices for data collection, storage, and retrieval.

Data Analysis and Insights :

Employ advanced analytics, artificial intelligence and machine learning techniques to identify trends, opportunities, and areas for improvement.

Present findings to the executive team and other leaders throughout all mission areas to guide decision-making.

Data Integration and Architecture :

Oversee data integration efforts, ensuring seamless connectivity between various data sources and systems.

Design and maintain a robust data architecture to support analytics initiatives.

Collaborate with IT teams to ensure data is accessible and secure.

Provides executive oversight to the functions of the Head of Information Security:

Develops and maintains an institution-wide information security program as required by Texas Government Code §2054.133 that is in compliance with all statutory and UT System requirements.

Ensures that all technical and administrative controls have sufficient coverage, are well designed, effective, and adhere to the model of defense in depth.

Oversees a 24x7x365 incident detection and response center, a security operations department and a cyber governance, risk, and compliance program.

In cooperation internal stakeholders, develops policies, practices, standards and procedures necessary to ensure the confidentiality, integrity and availability of information and information assets are adequately maintained at all times.

Coordinates the review of the data security requirements, specifications, and, if applicable, third-party risk assessment of any new computer applications or services that receive, maintain, and/or share confidential data.

Provides executive oversight to the functions of the AI leader:

Identify opportunities and define a roadmap for integrating AI across the healthcare organization. Align AI initiatives with business goals and clinical needs.

Lead the selection, evaluation and implementation of AI tools and technologies: Assess fit for purpose, data requirements, and feasibility for integration into existing systems.

Develops policies and guidelines around the responsible and ethical use of AI technologies throughout the university.

Monitor advancements in the field and evaluate potential applications for the healthcare setting.

Establish and track key performance indicators to measure the impact of AI initiatives on patient outcomes, operational efficiency, and cost savings.

Marginal or Periodic Functions:

Adheres to internal controls and reporting structure.

Performs related duties as required.

Minimum Qualifications:

MBA or Master of Science (MS) in Information Systems, Technology Management, Computer Science, Healthcare Informatics, or a relevant field

10+ years of experience in senior-level IT leadership roles within healthcare organizations: this experience should demonstrate a strong track record of leading and managing complex IT initiatives, developing and implementing successful technology strategies, and working effectively with diverse stakeholders.

Preferred Qualifications:

Experience in an academic healthcare organization, a strong understanding of the specific technology needs of academic research, education, and patient care within this setting and navigating the complex regulatory environment of academic healthcare would be highly beneficial.

Knowledge/Skills/Abilities:Technical Expertise:

Deep understanding of healthcare IT landscape, including clinical informatics, data analytics, cybersecurity, and emerging technologies.

Knowledge of IT infrastructure, architecture, and software development methodologies.

Familiarity with data management principles and best practices.

Leadership & Management:

Proven ability to lead and motivate a large, diverse IT team.

Strong interpersonal and communication skills, with the ability to influence and negotiate with stakeholders across various levels.

Excellent decision-making and problem-solving skills.

Strategic Thinking & Vision:

Ability to translate a long-term technological vision into actionable strategies and roadmaps.

Anticipation of emerging trends and their potential impact on the healthcare industry.

Strong analytical skills and ability to assess the business value of technology investments.

Ability to build strong relationships with key stakeholders across clinical, research, and administrative departments.

Collaborative approach to working with executive leaders, fostering alignment and effective teamwork.

Excellent communication and presentation skills to effectively articulate complex technical concepts to non-technical audiences.
