DTE&A provides system engineering and Developmental Test and Evaluation (DT&E) support to DoD Adaptive Acquisition Framework (AAF) pathways programs and OUSD(R&E) modernization priorities to improve acquisition outcomes and ensure systems and solutions meet requirements and Warfighter needs. DTE&A develops independent technical assessments to support OSD and Service leadership in their assessment of AAF programs. These assessments take the form of Independent Technical Risk Assessments (ITRAs, https://ac.cto.mil/itra/ ), Preliminary Design Review (PDR)/Critical Design Review (CDR) Assessments, DT&E Sufficiency Assessments, and other technical assessments to inform critical acquisition milestones and engineering decisions. The perfect candidate will have software engineering / acquisition technical expertise for DoD weapon system programs and has served as a subject matter expert to assess software engineering activities. Duties include:- Plan, organize, and support the conduct of cross-functional, multi-discipline technical reviews focusing on a program's ability to implement a comprehensive systems engineering process including all aspects of technical planning and management to identify and mitigate critical technical risks through the development and acquisition lifecycle.
- Support PDR/CDR Assessments of ACAT ID programs
- Support DT&E Sufficiency Assessments and DT&E Performance Assessments that support critical acquisition milestones and engineering decisions
- Serve as a software engineer subject matter expert for high-priority focus areas including but not limited to:
- DevSecOps and other agile software development methods
- Software metrics and parametric analysis (knowledge of commercial tools is helpful)
- Requirements and design specifications to determine the optimum overall system architecture
- System design including formulating system specifications in accordance with applicable standards
- B.S. degree in scientific, engineering, technical, or analytical discipline
- Minimum of nine (9) years of experience
- Strong oral and written communication skills
- Expertise in software design and development for complex and challenging DoD problems
- Technical experience in the analysis, design, and test of complex software and computer systems
- Experience in one or more of the following Software Engineering tasks: design, code, install, and maintain systems; establish test requirements, plans, and execute testing to verify system design and performance; or software systems and documentation maintenance
- Active TS/SCI level clearance
- M.S. degree in scientific, engineering, technical, or analytical discipline
- Expertise and experience with operating systems, software languages (e.g., Java, C, and Java Script), computer hardware platforms, or other applicable computer systems.
- Expertise and experience in agile software development processes and tools (e.g., Jira, Confluence, Bitbucket, Gitlab) and DevOps or DevSecOps pipelines.
- Knowledge and familiarity with containerization and technologies like Kubernetes
