Summary This position, located at the National Foreign Affairs Training Center (NFATC), is in the Business Technology Division, School of Applied Information Technology (SAIT), at the Foreign Service Institute (FSI). SAIT is responsible for all information technology (IT) development and training needs for employees of the Department of State, as well as employees of other Federal agencies. Responsibilities Serves as a technical expert in analyzing, evaluating, and resolving complex systems issues used in a wide range of technology courses and activities. Evaluates and applies Department of State IT governance to platforms, standards, processes, and methodologies used in SAIT training and education programs. Analyzes overall systems requirements and provides technical guidance to improve complete training systems functionality. Serves as liaison between software development, sustainment, and integration that identifies and addresses technology problems. Teaches other subject matter expert instructors on how to setup hardware systems and software applications to support hands-on training exercises. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: NOTE: Experience in designing, developing, and evaluating courses and/or curriculum in an IT environment; Experience in applying IT systems for classroom, software, and hardware use; Experience in teaching IT professionals on hardware systems and software applications; Experience in providing guidance and appropriate resolution on a variety of IT issues for classroom use; and Experience in evaluating workstation and server hardware, operating systems OR application software to determine the most appropriate model or version to purchase. In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
