The Plant Engineering organization provides engineering oversight, program support, and qualified staff to support the Hanford Tank Waste Treatment and Immobilization Plant (WTP) mission. Near term support is provided by the Waste Treatment Completion Company (WTCC). The mission includes safely storing, treating, and immobilizing the highly hazardous radiological wastes created during prior periods of nuclear processing at the Hanford Reservation. The Plant Engineering organization and programs provide the framework for executing engineering work. Plant Engineering personnel are responsible for the technical adequacy of Plant Engineering products and decisions.This position is specific to subcontracts. In some cases subcontracted work is developing entirely new programs being used at WTCC which requires more extensive direction and coordination to comply with WTCC concept of operations requirements. These types of work specifically entail generation of work scopes to be awarded and performed by Subcontractors and ensure planning and execution aligns with both Engineering and Maintenance organizational requirements. Under direction of the Plant Engineering Supervisor or Manager, the Plant Engineering subcontract technical representative (STR) coordinates the activities of Plant Engineers assigned. The STR ensures that Plant Engineering organizational priorities are implemented and pursued, and ensures that interactions with other Plant Engineering staff, Operations, Maintenance, WTP Project groups, subcontractors, and equipment vendors are adequate to perform assigned job functions.This position shall be performed under the day-to-day direction, control, and supervision of WTCCMAJOR RESPONSIBILITIES/DUTIES/TASKS

Provide oversight to all subcontract activities that demonstrate compliance with requirement of the WDOH, EPA and Ecology.

Work with internal and external customers to achieve objectives

Routinely re-evaluate work priorities of ongoing work to align with project needs and achieve efficiencies to minimized delay in work

Integrate daily engineering activities with other Plant Engineering disciplines, maintenance, and operations

Integrate organizational values and vision related to quality and safety

Capitalize on opportunities for positive and productive relationships with peers both within and external to Plant Engineering

Review for accuracy written technical reports on assigned activities

Review for accuracy written management procedures

Ensure the health and safety of self and staff by implementing the principles of Integrated Safety Management System (ISMS)

Ensure that personal conduct of work is consistent with nuclear safety and quality culture expectations

Review and promote financial health and forecasting of subcontract work highlighting when financial change control (Trends) needs to be taken.

Complete required training and maintain qualifications associated with assignments

Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work.

Undertake tasks as assigned (competence permitting)

Bachelor of Science degree (or equivalent education) in an appropriate engineering discipline or related science from a four-year accredited college or university

Experience:

Two (2) years – Background consistent with education requirements

Candidate must have excellent written and verbal communication skills

Candidate must be proficient in Microsoft application suite (e.g., Word, Excel, Access, Visio, PowerPoint, etc.)

Preferred Experience:

Experience in processing facilities, DOE facilities, or DOD facilities

Experience with national consensus codes and standards

Experience developing technical and quality requirements and/or experience as a STR on the WTP project

Experience with Project Engineering experience due the nature of increased coordination between Engineering, Operations and Commissioning staff to perform work and testing under the concept of operations of an operating plant

Experience and familiarity with permit affecting work is also required as numerous subcontracts relate to testing for air permits, Dangerous Waste Permit (DWP) and general emissions. This work conducts testing to demonstrate compliance with requirement of the Washington Department of Health (WDOH), US Environmental Protection Agency (EPA), the Washington State Department of Ecology (Ecology)

PHYSICAL REQUIREMENTS(EFNM) Exposed Field Non-Manual- Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.Must be able to work in the United States without SponsorshipMust be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .COMPENSATION & BENEFITSHIRING SALARY RANGE: $76,393.70 - $114,972.97 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)This position includes a competitive benefits package.
