The Center of Excellence (COE) Homeland Security Program Manager (PM) supports the mission of the COE for Homeland Security-Emergency Management (CoE-HSEM). This role collaborates with the Director to implement the annual COE work plan and address emerging opportunities in the HSEM sector. The incumbent will actively engage with professional associations and community groups to influence the education of all-hazard Homeland Security Emergency Management professionals at local, state, regional, national, and international levels.

This position reports to the Director of the Center of Excellence for Homeland Security Emergency Management and requires consistent and regular attendance. After training, this position may be eligible for 2-3 days of remote work.

The Center of Excellence Homeland Security Program Manager will be responsible for the following, but not limited to:

Project and Organizational Management

Manage multiple projects based on COE’s annual work plan; serve as team leader facilitating Center work/task groups.

Direct program development, planning, coordination, implementation, monitoring, and evaluation of activities.

Plan and coordinate training and forums for working professionals and students.

Gather data, prepare, and distribute quarterly/annual reports regarding projects.

Review COE projects and recommend improvements.; develop procedures to implement new programs or activities.

Supervise project staff and volunteers, realign duties to meet goals, ensure deadlines are met, and serve as the primary contact for guidance on procedures and policies; mentor and coach volunteers and administrative support.

Marketing and Communications

Formulate, direct, and coordinate marketing activities through social media and all platforms.

Perform market research and analyze the effectiveness of marketing, advertising, and communications programs and strategies.

Act as the organization's media contact, overseeing media campaigns and production. Analyze and report on online and offline campaign results.

Develop, design, and manage COE and Pierce County Career Connections (PC3) websites; analyze website performance and provide reports to stakeholders.

Assist the Director in developing COE meeting agendas, providing meeting materials, and meeting Public Records Act needs.

Resource Management

Develop information to support budgetary requests and project income and expenses.

Exercise limited budget authority and process expenditures on special assignments, reports of hourly appointments, vouchers, and purchase requisitions.

Oversee financial and material resources by managing budgets, creating reports and projections, ensuring budget compliance, and planning purchases in collaboration with the Director.

Prepare and maintain administrative reports and records; coordinate travel and training requests, including making travel arrangements.

Education Required

Bachelor's degree from an accredited college or university in Business, Project Management, Technology, or related fields.

Education to Experience Equivalences:

Associate Degree = 2 years | Bachelor’s Degree = 4 years | Master’s = 5 years

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Experience Required

Two to four years of business administrative and communications experience.

Evidence of project management experience.

Two to four years in website administration.

Knowledge of Microsoft Office software.

Knowledge of Adobe software and website design and maintenance.
