The Streets Division of the San Francisco Municipal Transportation Agency (SFMTA) is responsible for designing, directing, and managing all transportation planning and engineering functions within San Francisco, including placement of signs, signals, traffic striping, parking meters, curb markings and delivering bicycle, pedestrian, and traffic calming projects. Our mission is to promote the safe and efficient multi-modal movement of people and goods and inviting streets and sidewalks for all who walk and use a bicycle throughout the City.Recruitment ID: PEX-9177-150268APPOINTMENT TYPE:Permanent Exempt:This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.Application Opening:August 23, 2024Deadline to Apply:September 6, 2024Salary:$139,594 and $178,178annuallyNOTE: A cover letter and resume must be attached to the online application.POSITION DESCRIPTION:Under general direction of the Director of Parking Enforcement and Traffic, the Deputy Director directs and evaluates the operation of the Parking Enforcement division of the San Francisco Municipal Transportation Agency (SFMTA). Parking Enforcement and Traffic operates within the Streets Division. The Deputy Director makes daily operational decisions, identifies unit needs and priorities, establishes unit workflows, delegates roles and responsibilities, and maintains continuity between sub-units and internal and external stakeholders.This position will make operational decisions regarding parking enforcement deployment, including street cleaning operations, general enforcement which includes, residential parking, meters, time limit, peak hour tows, and radio call units, monitoring and tracking deployments, allocating resources and personnel to best achieve the goals of the parking enforcement unit, and taking appropriate actions to address any disciplinary issues or customer feedback.The position defines the scope and objectives of the unit, consults with SFMTA senior management on administrative and policy enhancements, and carries out the role in policy analysis, interpretation, and functional applications. Position work schedule may include occasional weekends and evenings.Examples of Important and Essential Duties

Manages daily enforcement operations including deployment of approximately 350 officers and supervisors. This staffing number is expected to grow in the near future.

Coordinates oversight of support staff.

Works with other units within the Streets division including meter, sign, paint, parking and curb management to improve enforcement operations.

Manages the deployment through subordinate staff to insure complete coverage of the City and County of San Francisco.

Establishes and manages the unit workflow, protocols, and reporting requirements.

Review and manages the emergency operations plan for the parking enforcement unit.

Manages internal investigations, which involve conducting interviews and providing disciplinary recommendations as needed.

Research, coordinate, and manages the acquisition and implementation of relevant equipment and technologies in coordination with relevant staff.

Evaluates and assigns work to staff by instructing staff and other personnel; makes recommendations to implement best practices to ensure uniformity within the Parking Enforcement and Traffic unit.

Monitors staff compliance with rules and procedures, policies, regulations, practices, and equipment/vehicle use.

Manages the reporting requirement for SFMTA related to incidents involving the unit’s staff.

Prepares reports and ensures that goals and objectives are met regarding monitoring operations, performing analysis, and data collection.

Establishes and manages contractual relationships with vendors; reviews proposal requests and approves the solicitation of bids.

Represents the Parking Enforcement and Traffic unit in meetings with working groups within the agency and other governmental and regulatory agencies and public meetings as assigned.

Performs other related duties as assigned.

Communicates with labor unions related to the units’ activities. May represent unit in bargaining, grievance and Skelly meetings, and other bargaining group meetings.

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university; AND

Three (3) years of professional-level experience in a public agency enforcing parking regulations or performing code enforcement. Professional-level experience in the functional areas consist of interpreting laws and regulations, and/or exercising independent judgement in the application of defined principles, practices and regulations; AND

Two (2) years of the above experience must include supervising staff enforcing parking regulations or performing code enforcement.

Education Substitution: Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.Notes:

Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

Experience in a public law enforcement agency performing code enforcement.

Ability to manage and coordinate multiple tasks to meet stipulated deadlines.

Ability to use quantitative analytical skills to evaluate program performance, resource utilization, and distribution.

Knowledge of modern computer skills necessary for data collection, compilation, analysis, interpretation, report writing, and presentations.

Experience in training and development of employees in a large group setting.

Experience managing, planning, organizing, and directing the activities of a multi-functioning unit.

Ability to identify problem areas and evaluate, formulate, and implement appropriate solutions to complex issues and problems.

Experience in the development of policies and procedures to improve the operations and functions of a large group.

Experience in planning programs and/or delivering services to communities impacted by social, structural, economic, educational, health, or other disparities.

Ability to deal tactfully and effectively with staff, other governmental representatives, and the general public.

Ability to communicate clearly, effectively, and diplomatically in both writing and verbal form to address complex issues concisely and accurately.
