Your Specific Responsibilities: This is a highly responsible position that serves as the Business Manager for the Bureau of Public Health Laboratories (BPHL). This includes oversight of the purchasing and accounting functions and serving as backup to the Director of Administrative Services. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Oversee accounting functions, including grant budgets, to ensure compliance with Federal, State, and Department of Health guidance, policies, and procedures. This includes processing invoices for payment, , purchasing card transactions and other payments in accordance with F.S. 215.422. Ensure the effective monitoring of expenditures and encumbrances and coordinate activities with the DOH Bureau of Finance and Accounting in related matters. Direct purchasing function to procure the necessary commodities and services within established DOH and State procedures and guidelines. This includes reviewing purchase requisitions, providing technical assistance to staff with rules and regulations, formulating internal procedures and assisting in the preparation of required documents i.e. competitive solicitations, single source and contracts. Work closely with Bureau of General Services staff for technical assistance and resolution of issues. Assist and/or generate financial, grant, and budget data to provide timely reports and accurate information to the DOH Program Offices. This includes monthly spending plan, LBR schedules, FSR for grants, inventories, and financial statement forms. Monitor Federal Grants expenditures for budgetary control and ensure funds are utilized appropriately. Support management staff by providing reports and technical assistance in fiscal operations. Work with DOH Budget Office and Division staff to obtain adequate funding levels, and effectively manage allotments. Serve as a Contract Liaison for the BPHL as required. Responsibilities will include Programmatic monitoring, maintaining the contract files, organizing, or attending periodic meetings with providers and preparing management reports. Assist in the development of competitive solicitations and in negotiations as required. Attends meetings and trainings, conducts and/or participates on conference calls. Travels as required to carry out duties. Complete special projects as assigned. Serve as back-up to the Administrative Service Director as needed. Perform other duties as required.
