The PQM is a member of the project management team, and therefore must be able to work with minimal supervision, interact professionally with the project team and client personnel, have excellent written / verbal communication and conflict resolution skills, manage a diversified workload and challenging situations efficiently and effectively, have a Continuous Improvement (CI) and Total Quality Management (TQM) mentality, and takes the lead role in managing quality on the project.The PQM is the chief quality representative on the project and has full stop work authority for matters related to quality. With top-notch health benefits, a wealth-building 401k plan, and unbeatable growth opportunities, joining Kiewit can bring a lifetime of personal success and satisfaction.LocationHanford, WA.ResponsibilitiesManage the development and implementation, of a contract-specific Project Quality Plan (PQP)Review and approve subcontractor quality plans to ensure compliance with contractual requirementsEnsure quality staff is adequately assigned, trained, and qualified to execute the PQP and that all project staff has access to the appropriate quality resourcesResponsible for the implementation and oversight of a Nuclear Quality Assurance Program in a construction environment, to include, but not limited to, issues management, nonconformance reporting, subcontractor oversight, internal assessments/audits, causal analysis, commercial grade dedication, inspections, procurement oversight, and commissioning and turnover.Lead and mentor junior QA/QC personnel to ensure the correct behaviors are developed and reinforced.Maintain a positive, collaborative relationship with the Client team while understanding their requirements and expectations while continuing to reinforce a nuclear safety culture.Interpret quality standards and regulatory requirements and define implementation strategies.Collaborate closely with district quality management to ensure consistent implementation across the company.Coordinate and perform causal analysis investigations on project-related issues.Coordinate and perform QA audits and assessments on the QMS, PQP, subcontractor quality plans, and other processes / procedures (which may include other business unit functions). Document findings and assign / implement effective Corrective ActionsAnalyze findings to identify trends that could be potential risks to the project. Work with the project management team to develop and implement mitigation strategies to remove or reduce those risksPromote Continuous Improvement and the timely reporting of all conditions that affect the projectBe actively engaged in operation planning sessions, providing input from a Quality standpoint and ensuring that Inspection and Test Plans (ITP) are developed for all operationsEnsure that all Quality documentation required for project turnover is completed, compliant with contractual requirements, and stored in an organized mannerRoutinely speak and /or present at meetings to promote quality goals / objectives and to discuss issuesPerform routine performance reviews with all project Quality staffMay perform other duties as assignedThe Project is currently working 9 hours a day, 5 days a week.QualificationsA four-year degree, preferred in engineering, science, or technical college degree plus five (10) years of nuclear quality experience in a Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) environment. orAn associate degree in engineering technology or science plus ten (15) years of experience in a related construction and/or engineering field with at least five (5) of these years in a Nuclear Quality position or;A high school graduate or equivalent (GED) plus fifteen (20) years of experience in a related construction field and/or engineering with at least ten (10) of these years in a Nuclear Quality position.A thorough knowledge, understanding, and experience implementing a Nuclear Quality Management Systems (QMS), the Nuclear market, and the EPC contractual model (typical scopes, schedules, and contractual requirements) in order to develop and implement the project-specific quality programA broad working knowledge of the trades, disciplines, associated special processes, inspection and testing techniques. Nuclear construction codes, standards, and jurisdictional requirements (ACI, AWS, ASME, ASTM, EPRI, NRC, DOE , etc.) associated with the Nuclear marketSelf-starter with organizational, managerial, and leadership skills. Must be able to manage teams up to 20 personnel, have effective organizational, time management, and problem-solving skills.Strong verbal and technical writing skills. Must be able to communicate to large groups of craft personnel as well as management and client teamsNQA-1 qualified lead auditor or the ability to qualify within 1 year highly desirable.Experience performing and managing the commercial grade dedication process.ASQ Certified Manager of Quality / Organizational Excellence (CMQ/OE) or similar certification is recommended.Additional certifications from AWS, ACI, ASNT, ASQ, NACE, etc. are advantageousCurrent or previous experience in Nondestructive Testing is recommended.Ability to freely access all points of a construction site in wide-ranging climates and environmentsAbility to relocate to project locations as required#LI-LH1Other Requirements: Regular, reliable attendance Work productively and meet deadlines timely Communicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment Perform work safely and effectively.
