Experience

A minimum of seven (7) years of experience in the transit industry in any capacity (bus or rail operations)

A minimum of three (3) years prior experience as a Commuter, Transportation or Transit Operator (Bus or Rail)

Certification/Licensure

Valid driver's license with CDL passenger endorsement to operate buses in the event of an emergency and to legally operate a WMATA motor vehicle

Preferred

Bachelor's Degree in Transportation, Communications or Business Administration

Three (3) years of experience in the Transit Industry as a Transit Operator (Bus or Rail), Depot Clerk or Transit Operations Supervisor.

Incident/Accident investigations experience

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARYThe Bus Operations Supervisor oversees and maintains the safe and scheduled operations of the 24/7 Metrobus service. Monitors and evaluates Bus Operators on time performance; enforces operating rules, regulations and company policies; documents operating infractions and conducts accident investigations for both bus and non-revenue vehicle accidents; determines the need for Federal Transportation Administration's (FTA) drug and alcohol testing and provides assistance to WMATA customers.The incumbent is responsible for assigned bus routes, and monitors, anticipates and identifies issues and problems that impact system operations. In Metro's 24/7 Service Operation, the Bus Supervisor may oversee various shifts, including evenings, overnights, weekends, holidays and special events.ESSENTIAL FUNCTIONS

Supervises Bus Operators, monitors and evaluates in-service performance, provides additional instruction and positive feedback, recommends additional training when needed, and documents information used for progressive discipline in conformance with District policies and Collective Bargaining Agreement.

Oversees and maintains the safe and scheduled operation of the Authority's transit vehicles within the jurisdictions and ensures passenger loads are within designated parameters.

Enforces WMATA policies, standard operating procedures and rules and regulations.

Manages Bus Transportations response to Rail Emergencies acting as a first responder to organization, monitor, and control of bus bridges and other events that affect bus movement.

Responds to customers' needs/complaints, Operator/Passenger disputes and participates in unemployment and arbitration hearings.

Participates in the training of new Bus Operations Supervisors and attends Division Safety and local community meetings.

Analyzes and makes recommendations regarding schedule adherence and other operational needs or problems; reports discrepancies and/or unsafe conditions to appropriate personnel; and recommends and implements corrective actions.

Investigates traffic problems and anomalies; and interacts pro-actively with Bus Operators, Operations Control Center, and Maintenance Staff. Operates multiple computer systems and monitors information from various sources, such as CleverCAD, NextBus, traffic information and live video.

Maintains contact with Operations Control Center via radio, cellphone, and laptop computer, in order to receive and/or transmit information; interacts with customers, and officials of law enforcement, utilities, and schools, as needs dictate.

Documents operating infractions such as unsafe operation, schedule adherence, cut trips, unauthorized uniform, and electronic equipment, while providing ongoing coaching and counseling.

Investigates WMATA bus and non-revenue vehicle accidents, determines if FTA/ WMATA policy testing is required, transports to WMATA¿s testing facility, and completes report.

Completes incident and accident reports and uploads into the Safety Management System (SMS) in a timely manner. Provides shuttle supervision to support Rail Operations during emergencies.

Operates two-way radio systems, regular telephones, and cell phones to receive, record, and assist with incidents, such as assistance from agencies of various jurisdictions, including Police, Fire, and Sheriff's departments, as needed.

OTHER FUNCTIONS

Coordinates with Bus Planning to recommend schedule and routing adjustments for long-term detours.

Researches and recommends short-term route detours after an incident or severe weather event

Driving/moving the bus as needed in severe weather events

Works various shifts (evenings, overnights, weekends, holidays) as needed, including for special events.
