DescriptionICF is growing and we seek a Lead International Operations Management Specialist to support our work on the Demographic and Health Surveys (DHS) Program. If you have USAID experience managing project finances and reporting, subcontracts, procurement, and have experience managing the simultaneous startup and closeout of USAID programs this may be the job for you!What you’ll be doing:This position needs to work closely with the DHS senior finance and contracts manager and senior management team to support the multi-country DHS program and other related contracts. Overall, your tasks will include financial and contracts support, management of survey- and activity-level budgets, international logistics and operations guidance, and subcontracts oversight of international partners. You will report to the DHS senior finance and contracts manager.Responsibilities:Project financial, contracts, and monitoring responsibilities include:

Assist survey- and activity- managers to cost and budget activities; monitor budgets monthly

Meet with senior field operations manager and senior finance and contracts manager plus each survey manager regularly to review financial progress of surveys

Respond to financial and logistics questions from staff, elevating if needed

Assist in preparation of monthly and quarterly financial reports (internal and external reporting)

Track non-USAID contract deliverables, invoices, and payments

Monitor billing and reconciliation of international partners’ invoices; track deliverables as needed (PEO/SRC and regional subcontractors)

Project operations responsibilities include:

Serve as the liaison between project staff and corporate business functions (e.g., legal, procurement, international operations, travel, information and technology support, and human resources)

Monitor and identify unused air tickets; coordinate with Travel and staff to ensure credits are used or recovered as necessary

Assist with planning and implementation of annual DHS kick-off meetings

Coordinate regional partner visit to ICF annually or as needed for partner meetings

Lead closeout of the DHS-8 program; liaise with corporate business functions; delegate tasks to appropriate team members for smooth implementation

Assist with USAID subcontract consent packages, reviewing budgets, cross-checking figures throughout consent package documents

Provide procurement backstop support as needed

Basic Qualifications:

Bachelor’s degree in business administration, finance, accounting, commerce, international relations, or related field; MBA or certification (CPA, CFA or CMA) preferred.

5+ years of financial management experience of USAID-funded projects.

5+ years of managing federal contracts and subcontracts with a focus on international development projects.

5+ years’ experience in budget development, monitoring and financial reporting.

3+ years of providing procurement support, capacity strengthening and training.

Preferred Qualifications:

Advanced proficiency with MS Excel and MS Word.

Knowledge of French, Spanish, or Portuguese preferred.

Current working knowledge of the Federal Acquisition Regulation (FAR) and USAID Automated Directives System (ADS), including USAID procurement guidelines.

Demonstrated ability to problem-solve, implement creative solutions, prioritize projects and meet deadlines.

Experience working with minimal supervision and outstanding follow-up and follow-through.

Strong writing and communication skills.

Experience in setting systems and processes, highly organized, and high attention to detail.
