We’re a mission-focused financial institution looking for a Housing Assistance Payment (HAP) Contract Specialist who will manage a portfolio of federally subsidized multifamily properties, under the Performance Based Contract Administration (PBCA) Annual Contributions Contract (ACC). The HAP Specialist position is the subject matter expert in all aspects of funding and contract renewals and other HAP related subjects. They are responsible for providing historical and technical knowledge to teammates, and they are at the forefront of engaging, collaborating and problem solving with department leadership, the Department of Housing and Urban Development (HUD) staff and Agency customers for the complex details of HAP contracts. The HAP Specialist will monitor staff assignments through performance of monthly quality control of contractual obligations as set forth in the Agency’s ACC with HUD.Essential Job Duties:
Serve as subject matter expert for HAP related specialties.
Oversee and maintain policy and procedure development that support the HAP team processes and participate in continuous improvement activities.
Oversee development of topic specific training for all team members.
Provide support and mentorship to the members of the HAP team.
Lead trainer and work-group facilitator.
Analyze policy implications of HUD regulations changes received through HUD Final Rules, Notices, Memorandums and identify effects on team tasks. Develop procedures and an implementation plan for subsequent changes.
Maintain record management system for policy and procedure changes.
Manage and coordinate HAP related projects by working with internal teams, BTS, HUD and other PBCA’s.
Oversee that team output effectively meets performance standards specified in the Agency’s ACC and that work is completed as efficiently as possible.
Manage a reduced portfolio of properties and perform contract renewal duties in accordance with the requirements of the PBCA ACC.

4 years of experience applying the regulations of the Section 8 Renewal Policy Guide and with the Housing Assistance Payments (HAP) Contract renewal and funding process .
A bachelor’s degree in business, finance, accounting, housing, public policy or community development may substitute for 12 months of experience – or - a master’s degree in these fields may substitute for eighteen (18) months of experience.
Knowledge of the Performance Based Contract Administration (PBCA) Annual Contributions Contract (ACC) and the specific task related requirements and deadlines that apply to contract and funding renewal processing.
Ability to communicate with HUD, owners, management agents, co-workers, external and internal partners, and Agency leadership to exchange ideas and information clearly, constructively, and appropriately.
Initiative sufficient to manage timelines, research ideas, recommend options to resolve issues, and implement solutions to maintain compliance with the Agency’s ACC and earn maximum fees.
Leadership experience as demonstrated by leading a team, project, or program; or experience training, coaching or mentoring staff.
