The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.PFA loan officers work directly with city officials, consulting engineers and others to communicate program requirements and procedures, review project proposals and determine appropriate funding sources, ensure adequate local government revenues, monitor project construction, funding disbursements and loan repayments. PFA Senior Loan Officers have primary responsibility for underwriting and compliance review of loan and grant applications, review of monthly disbursement requests, and ongoing loan portfolio monitoring including annual audit reviews.This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the office in St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.Bachelor's degree in finance, accounting, public administration, or other related field AND two (2) years of experience as a municipal finance officer, loan officer, management analyst, state program administrator, project specialist, or similar position.ORThree (3) years of experience as a municipal finance officer, loan officer, management analyst, state program administrator, project specialist or similar position.Preferred QualificationsExperience in municipal operations including utility management, rate setting, asset management, capital improvement planning.Experience in municipal finance including debt issuance and management, special assessments, audits and financial statements.Experience in infrastructure loan and grant programs.Communication skills sufficient to effectively assist and instruct multiple stakeholders on processes, procedures and requirements.Experience creating and using Excel spreadsheets to track and evaluate data.Our employees are dedicated to ensuring cultural responsiveness.
