Pay and benefits for employees represented by a union are outlined in their collective bargaining agreement.Position Purpose:As an HR Program Manager, you will be responsible for actively managing project issues and risks, driving teams with a sense of urgency and a focus on quality. You will engage and influence key stakeholders, ensuring organizational readiness for change. This role involves partnering and collaborating with the IT Project Manager and HR Transformation Partner, establishing shared goals, and delegating tasks to teams based on their skills and resources.You will oversee and manage the HR program from start to finish, including working with both internal and external stakeholders such as local technical delivery leaders, project managers, business teams, and system integrators.Primary Duties/Responsibilities:

Establish and lead a program that includes multiple work streams/teams, design information flow, and track progress against an integrated set of milestones and deliverables. Ensure the program delivers quality outcomes within specified time and cost constraints.

Establish regular points of communication and facilitate meetings and written program updates (e.g. updates on timelines, budgets, resource constraints, deliverables, and results) with key internal project team members, business stakeholders and Executive leadership. This includes creating emails, decks, and status slides. Document decisions, open items, risks, options, and recommendations.

Initiate, plan, monitor and guide working teams through issues, roadblocks, and problems, acting as a change agent to drive teams to perform through constraints and achieve success.

Develop and implement a project roadmap and project management infrastructure utilizing Veolia standard tools that promotes standardized, high-quality delivery while driving change and self-sufficiency within the team.

Identify risks/issues that impact the execution and success of projects (e.g., resource availability, functional discrepancies, testing errors, etc.). Develop options and solutions for complex problems, escalate as appropriate for resolution, and create risk mitigation plans if needed.

Oversee communication channels and change activities to create a network of ambassadors to generate excitement around the transformation.

Partner with cross-functional stakeholders, such as the executive management team, HR, IT on a global & local level, manage sponsor and stakeholders' expectations and deliver expected results.

Oversee supporting material such as training offerings & change management activities to ensure successful adoption of new processes, procedures and systems/tools by leaders and employees.

Perform root cause analysis on project shortfalls and take corrective action as necessary, ensure next steps are actioned, following up with key stakeholders, as needed.

Manage change and promote the continuous improvement of project management-related processes. Contribute to process improvement initiatives aimed at enhancing program delivery.

Actively engage in change management principles to foster an optimal end result.

QualificationsEducation/Experience/Background:

Bachelor's degree required in HR or related field.

Minimum of ten (10)+ years of demonstrated experience managing, planning and organizing large or complex Human Resources (HR) projects with multiple work streams from initiation to completion.

Knowledge/Skills/Abilities:

Strong customer orientation and conflict resolution skills and ability to be persistent and composed when resolving conflicts.

Experience with the Human Capital Management (HCM) HR Transformational model and supporting HR Information System implementation and sustainment.

Excellent stakeholder management & communication skills.

Strong ability to influence, negotiate & collaborate without direct reporting relationship.

Executive focus, successful collaboration with executive stakeholders and ability to influence business leaders.

Comfortable working and collaborating in a global organization.

Work independently, pro-active driving of topics, excellent communication and partnering skills, flexibility in adapting to changing environments.

Comfortable in navigating, problem solving and making decisions in fast paced, ambiguous, and changing environments.

Demonstrated ability to develop strong relationships with others.

Demonstrated experience leading organizational and system changes.

Demonstrated data analysis skills.

Experienced with process management.

Effective written and verbal communication skills across multiple Google formats: formal presentations, meetings, conference calls, e-mails, and memos.

Required Certification/Licenses/Training:

Formal training in project management methodologies, including but not limited to a PMP or CAMP.

Notes:

This is a hybrid role.

Some evening/weekend work hours will be required, depending on project needs.

25% Travel Required.
