For appointment to a Utility Analyst 1, Grade 18, you must have a bachelor’s or higher degree AND two years of professional experience as stated above.Substitutions: A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.55-b/c: Candidates who are currently eligible, who meet the qualifications listed in the “Non-Competitive (NY HELPS)” section above are encouraged to apply. Duties Description The Utility Analyst 1, Grade 18, or Utility Analyst Trainee, NS, will work in the Gas System Planning and Reliability Section of the Energy System Planning and Performance and will perform duties that include, but are not limited to: Reviewing natural gas capital investments to establish need, cost, and timing for each program or project, including the assessment of non-pipe alternatives and capital investments’ impacts to disadvantaged communities. Reviewing and tracking natural gas utility budgets and variances. Assisting in the preparation of expert testimony to support staff's findings and positions for public hearings before the Public Service Commission. Participating in staff efforts to collaborate on solutions for, or to negotiate the settlement of natural gas issues with utilities and other parties. Coordinating and producing memoranda and written reports for staff and/or outside parties regarding issues related to the natural gas industry. Assisting in the development of plans to conduct and oversee the management and operational audits of utilities. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
