Description of Work“Internal Posting-Only temporary or permanent NCDOT employees or layoff candidates with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by GS 126May Apply”The Deputy Director of Marine Operations and Planning is primarily a supervisory leadership role responsible for three units within the NC Ferry Division. This position involves the planning, coordinating, and directing of the fleet of 23 vessel system that operates along the NC coast. This includes directly supervising three superintendents and working closely with them to establish and maintain daily operational schedules and budgets and ensure adequate shore and vessel staffing. This position also oversees the Vessel Asset Management unit, which includes work boats such as dredges and tugs to ensure routes are navigable and pilings, bulkheads, ramps, and gantry systems are in good working order and meet regulations. This position supervises the Program Manager I over the planning and development unit that focuses on strategic planning, directing and administering grants, Ferry Division contracts, reviewing and writing policy, and liaising with the Ferry’s public and private sector programs. This position must have specialized knowledge of transportation system operations, ferry vessel operations, and marine maintenance. The Deputy Director is responsible for ensuring divisional adherence to U.S. Coast Guard, State, and Federal policies, rules, and regulations governing Ferry Division vessels, workboats, and their assets. The Deputy Director provides strategic leadership, program & resource management to ensure compliance with federal and state rules and contract provisions. This position involves direct contact with the general public, and State and Federal government officials. This position reports directly to the NC Ferry Division Director and is expected to exercise independent judgment in the development, interpretation, application and enforcement of policies, rules, and regulations. Duties included but are not limited to:

Performs all management activities required to maintain an effective operation including personnel management, budget preparation and control, and preparation of various reports required within the Department of Transportation, and by the United States Coast Guard.

Inspects facilities and vessels for compliance with Department of Transportation and U. S. Coast Guard rules, regulations, and policies which govern the safe and efficient maintenance and operation of ferries.

Gives administrative and technical supervisory assistance in the maintenance of ferry facilities including docks, ships, harbors, channels, rest areas, and other building structures.

Coordinates the maintenance of ferry channels between district superintendents and the dredge superintendent.

Answers inquiries and complaints concerning ferry operations from the general public, civic and travel associations, and other state and federal officials.

Performs related duties as required.
