Description of WorkThis position with NCDOT offers fullState Benefits (https://oshr.nc.gov/state-employee-resources/benefits) , competitive salaries and many career development opportunities. Salary Grade GN20Salary Range $65,876.00 - $115,283.00 Positions 60015413 and 60016448 will be filled from this posting. You only have to apply once to be considered for both positions.Position serves as one of two Staff Engineers in the Chief Engineer’s Office. Responsibilities include providing engineering support and program assistance to the Chief Engineer, Deputy Chief Engineers, Director of Field Support, Director of Highway Operations and other Chief Engineer’s office staff, to ensure Division of Highways’ projects and programs are delivered within established schedules, fiscal restraints, and within policies, procedures, federal or state regulations and laws; performing policy research and analysis, technical engineering analysis, data evaluations, developing processes, reviewing and preparing technical documents; reviewing complex, sensitive and controversial issues; investigating legislative issues; investigating personnel issues; interacting and coordinating with the 14 Highway Divisions and central units regarding Transportation Improvement Program (TIP) activities, division let projects, and locally administered programs and projects; asset management and maintenance programs and projects; assisting the Chief Engineer in responding to statewide disasters and emergencies which may impact the state highway system due to adverse weather and other emergency events; assisting in preparations for the monthly Division of Highways’ staff meetings and researching/following-up on pending or unresolved issues. This position communicates with members of the North Carolina General Assembly, the Secretary of Transportation, Board Members, and other state agencies which includes presenting facts and recommendations on various programs, relaying guidance and direction to staff on behalf of the Chief Engineer, providing policy and procedural information, preparing reports and presentations regarding the status of Division of Highways’ programs and funding. This position prepares and/or reviews correspondence prepared for the Governor, Secretary of Transportation and Chief Engineer relating to inquiries from elected officials and the general public pertaining to Division of Highways’ program matters and responds to telephone inquiries from NCDOT staff, citizens and elected officials. This position serves attends and/or represents the Chief Engineer at various departmental committees meetings and keeps the Chief abreast of committee activities and actions.Requires expert level of knowledge and understanding of engineering concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice. Requires thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relation considerations, and/or other related factors. Requires the ability to: make final recommendations and final approval for complex or a broad variety/scope of program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and designs needed; research alternatives and designs or analyze special details for non-standard items of work for programs/projects; determine program/project priorities, processes and procedures; manage complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards; resolve/approve major project/program changes; serve as technical expert in the area of assignment; explain novel or complex engineering concepts and related facts in a clear, concise and organized manner; modify delivery, language or content to account for the characteristics and needs of audience; write clear, concise and organized documents, and reports addressing novel or complex engineering concepts and facts; provide leadership in planning and organizing the work of others; work collaboratively to manage issues; evaluate and recommend resource needs; consult with senior level decision-makers on an on-going basis; participate in the development of long-range strategic goals; and build client support of work group objectives.Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:
