Job DescriptionPosition Title: Payroll Analyst I, II, or SeniorOPEN UNTIL FILLEDDepartment/Location: Human Resources / Bismarck, NDCompany: Basin Electric Power CooperativePosition Purpose:This position is responsible for assisting with the bi-weekly payroll process for over 1,800 employees with multiple work schedules, union contracts, states, EIN’s and administrative plans. Reviewing timecards and making necessary corrections, completing required payroll reports, performing analytical duties, auditing accounts, facilitating various payroll wage verifications, check and advice distribution, process documentation, and file maintenance. This position is expected to learn and perform as a backup for all critical functions and manage other miscellaneous payroll projects directed from the Manager of Payroll.Essential Functions:

Assists in the completion, analysis and review of the payroll, time accrual, personnel and benefit data and interface programs related to the biweekly payroll function, for over 1,800 employees with multiple work schedules, administrative plans, union contracts, EIN’s and states.

Participates balancing and reconciling various payroll, general ledger and 3rd party vendor accounts. This position also assists in preparing, reviewing, analyzing, and entering journal entries in accordance with generally accepted accounting principles (GAAP). This position also participates in internal and external audits.

Backs up other Payroll Analysts with their data entry duties and under supervision, will participate with more complex payroll projects. This position will gain knowledge on how to research payroll tax law, regulations, and learn how to properly keep current on any tax or payroll law changes.

Leads the process to analyze, review, enter and correct timecards and other payroll transactional data. Responsible to identify and correct absence discrepancies, determining the need for reclassifying hours and making the adjustments, monitoring sick leave and vacation usage overruns and handling overtime callout reports and refusal sheets for multiple locations.

Assists in payroll wage verifications, check and advice distribution, calculating and reviewing adjustments, analyzing, calculating and deducting wage garnishments, income withholding orders and tax levies, file maintenance, calculation and deduction of individual workers compensation balances, calculating and adjusting 401(k) prorations, implementing new 401(k) loans and payoffs, analyze, review, enter and correct payroll transactional data.

Will assist in testing of the payroll, time entry and tax software

Will gain knowledge in the processes to balance federal and state taxable wages and how to complete Bureau of Labor Statistics and census reports and make biweekly payroll tax and third-party vendor payments.

Participates in training related to new hire orientation, time reporting, employee and manager self-service systems and pay practices for all employees.

Assists with the calculation and completion of adjustments in the time entry system, investigate problems and update the administrator tables and reports. Will assist with the frequent review and updates to supervisor approval, alternate supervisor approval, mass approval, overtime callout, timecards, upgrade and work order template tables.

Assists in reviewing and updating payroll procedures.

Qualifications :Accounting Analyst I:

Four-year degree in Accounting, Business, Finance, or a related field.

Two years of payroll, human resources, accounting, or business-related experience.

Accounting Analyst II:

Four-year degree in Accounting, Business, Finance, or a related field.

Five years of payroll, human resources, accounting, or business-related experience.

Sr Accounting Analyst:

Four-year degree in Accounting, Business, Finance, or a related field.

Eight years of payroll, human resources, accounting, or business-related experience.

Other Requirements:

Able to demonstrate good written and verbal communication skills, strong leadership skills, as well as proficiency with Microsoft Word, Excel, and Outlook, and personal computers are required.

Fundamental Payroll Certification (FPC) certification is preferred. Knowledge of payroll, human resources, finance, or accounting processes.
