POSITION SUMMARY: Early Intervention Coordinator (EIC) provides direct supervision, guidance and support to Local Education Agency (LEA) Representatives and service providers within an assigned region. This position works in conjunction with the Regional Manager to ensure that the basic tenants of educational law, quality service delivery, compliance, and family engagement are consistently met. The EIC serves as a regional team leader for assigned staff, and ensures that eligible preschool children are receiving quality services in accordance with their Individualized Educational Plan.
DUTIES AND RESPONSIBILITES:
Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
Provide ongoing administrative and program support to LEA Representatives, and service providers, including but not limited to physical therapists, speech and language pathologists, special instructors, occupational therapists, etc., including staff assignments, Individualized Educational Plan (IEP) development, quality service delivery, progress monitoring, parent engagement, and customer service
Provide community-based guidance and direct support to LEA Representatives, service providers, and contractors within an assigned region; coordinate and provide hands-on support to staff on a rotating basis accordingly; participate in IEPs; acts as a resource to regional staff in reviewing and revising educational plans as needed and per state/local regulations
Ensure compliance with regulations and quality service delivery through observation, record review, monitoring, sampling, and trend analysis of assigned staff; provides coaching, positive feedback, corrective guidance and support to community-based staff and contractors
Perform site visits at community locations, and early childhood settings within the region to maintain a supportive presence, build collaborative relationships, and ensure quality service delivery
Monitor adherence to all PA state and federal Early Intervention (EI) laws, guidelines and regulations pertaining to service coordination and service delivery; ensure a Free and Appropriate Public Education (FAPE) for all children in service
Participate in the training, assignment and coaching of new staff assigned to the region; work in conjunction with the Regional Manager on staffing, personnel, recruitment, hiring and coverage needs
Collaborate with LEA Representatives and providers to ensure that families, team members, agency personnel and regional staff coordinate and facilitate smooth, positive transitions when families enter, leave, or transition between programs
Partner with other Early Intervention Coordinators on city-wide initiatives as assigned by the Regional Manager
Maintain a positive rapport with external stakeholders, represent the agency, and establish trusting relationships through direct, verbal, and written communication
Monitor data entry of staff, review Service Verification Notes (SVNs) to ensure they are entered in a timely manner and are substantive; ensure the compliance of child records and data in order to ensure accurate and reliable data
Facilitates or participate in collaborative staff meetings within and across regions; attend various outreach meetings, such as transition to kindergarten, for families, if needed
Utilize staff performance monitoring to determine professional development needs in assigned region and support facilitation of necessary training
Participate in the dispute resolution process as needed
Participate in policy/procedure develop ent, as well as implementation plans as managed by Regional Manager.
Manage employee callouts and vacation requests and manages coverage issues as the ADP time editor for assigned staff including, but not limited to, vacation requests in ADP
Manage a caseload of children and attend IEP meetings as the Local Education Agency representative as required
Performs other duties as assigned

DIRECT REPORTS: Local Education Agency Representatives, Direct Service Providers
CONTACTS: Elwyn staff, parent/guardians, school district staff, Intermediate Unit staff, Head Start staff, community child care centers, Office of Early Intervention, contracted agency staff
EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
Bachelor's degree in Early Education, Elementary Education, or Special Education; Master's degree preferred
Current Pennsylvania Teaching Certificate in Elementary Education, Special Education, or Early Childhood Education
Minimum of two (2) years' experience in an educational setting developing, writing and implementing IEPs; preferably in early childhood
Two (2) years' supervisory experience
Working knowledge of federal and state Special Education regulations including, Chapter 14, Act 212 and IDEA 2014
Working knowledge of current issues in early childhood education, including current best practices and special education methodologies as they related to Early Intervention
Understanding of early childhood development principles and practices
Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; Publisher and report-writer experience preferred
Demonstrated ability to work effectively as part of a team
Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
Demonstrated strong attention to detail
Demonstrated strong time management and organizational skills
Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
Bilingual/multicultural skills a plus
