Become a part of our caring community and help us put health firstThe Director - Medicaid Procurement & Supplier Management will report to the Chief Procurement Officer and be an integral member of the Procurement Leadership team. The Director will be responsible for the dedicated and centralized team that supports Medicaid, to coordinate and simplify the end-to-end third party operations and performance management of third parties / subcontractors for all Medicaid needs. This will include ensuring a simple, strategic and operational model for business stakeholders to engage third parties, and a holistic management and oversight model of contracted third parties / subcontractors. The leader will ensure the application of a standard governance model to measure key performance indicators and monitor service that can be elevated to meet specific state regulatory requirements when applicable.The leader must have the executive presence and communication skills required to build trust with leadership stakeholders. Key leadership traits required include the ability to influence and form strong partnerships with business and finance leaders, and operational excellence in supplier management and supporting Medicaid state bids.Use your skills to make an impactKey responsibilities

Medicaid RFP Strategy Point of Contact: This leader role will be the Third Party / Subcontractor Point of Contact on Medicaid RFP strategy and response with respect to supplier / subcontractor requirements, which requires familiarity with RFP and contract requirements for each state. The leader and team will support Business Development, Capture Management, Legal and other teams throughout the RFP process.

State and Internal Audit Support: This leader will support and provide guidance to the team in the response to internal and state audits.

Excellent Stakeholder Engagement: This position will be a strategic business partner to the Leadership Teams for Medicaid and be tasked with gaining a deep understanding of the business strategy of these stakeholder functions and other relevant stakeholders to ensure resulting category, sourcing strategies and ongoing third-party performance management are in place to drive the greatest value from the external marketplace.

The leader will provide guidance to Medicaid business partners around considerations, stakeholders to pull in and next steps to take for various third-party types (i.e. Delegates) and will help identify the right people to engage in matters related to Medicaid subcontractors / third parties. The leader and team will also support operational issues around invoicing and payment process / troubleshooting.

This role will engage periodically with the Market Vice Presidents and Medicaid leadership to formulate, execute, and monitor supply strategies and third-party performance management aligned with the business strategies of these functions.

This role will partner with these stakeholder business organizations listed above in identifying, prioritizing, and pursuing short-, mid- and long-term opportunities on a roadmap of 6 months, 1yr, 2yr, 3yrs and beyond.

The role will establish itself as a challenging strategic business partner to the Stakeholder Leadership teams with the ability to establish meaningful relationships and adapt to the challenger model. Drive strong demand planning and third-party performance management, and budget alignment.

Leading Category Management, Sourcing and Contract Management: Lead the team under its responsibility and stakeholders in the joint development, execution and monitoring of leading category and sourcing strategies and optimal contracts across all categories under management that drive valuable business outcomes. This includes supplier diversity growth, supply base optimization, and contract management.

Excellent Third-Party Performance Management: This role will lead the team with best-in-class third-party performance management standards, leveraging the Enterprise Supplier Management framework to elevate the standards and reporting of third party / subcontractor performance management, including embedded contractual standards in contracts, operational issue management, ongoing reporting and leveraging third party / subcontractor innovation. The leader will support the Joint Operating Committees (JOC) with subcontractors and key suppliers and ensure state reporting requirements are met. The leader will build and maintain strategic relationships with key suppliers.

Team Development and Management: Lead and develop the current team of 9 associates into a high performing team of procurement and third-party management professionals who develop category and sourcing strategies, excel in contract development and execution, and leverage the Enterprise Supplier Management standards to drive significant impact to Humana's operations or profitability. Development of the talent, performance, and bench strength of associates within the function in collaboration with the CPO.

Transformation Management: Co-lead the transformation of the Medicaid Procurement and Supplier Management team over the next 1 - 2 years, including driving process optimization, harmonization of stakeholder touchpoints for intake and management and proactive engagement.

Qualifications

Bachelor's Degree and / or relevant procurement / supply management certifications desirable.

10+ years in a procurement / supplier management function with experience across multiple indirect spend categories, preferably Medicaid operations.

5 years of management experience, leading through both authority and influence; including a proven ability to recruit, develop and retain key talent.

Proven ability to develop / implement procurement and supplier performance management strategies, concepts, and governance.

Strong and up to date expertise in supplier management.

Strong, approachable executive presence, ability to influence executives and to foster productive working relationships with a diverse group of partners, peers, and leaders.

Strong stakeholder engagement and relationship management experience, serving as a challenger where necessary.

Excellent contract/supplier negotiation preparation and execution skills to achieve desired outcomes from supplier negotiations.

Superior negotiation and collaboration skills to influence senior leadership on strategic direction, business case value proposition and sourcing recommendations.

Experience managing change across multiple stakeholder groups.

Superior analytical ability to quickly gather facts, perform root cause analysis and draw conclusions.

Strong conceptual thinking skills with adeptness to lead others through ambiguous and/or complex issues.

Ability to build consensus and act as an independent arbiter to achieve sourcing outcomes that meet business requirements without sacrificing service or increasing risk/cost.

Effectively relates to others by collaborating and cooperating even with those holding divergent and/or opposing views and goals.

Superior oral and written communication and interpersonal skills for interaction with senior leadership.

Expertise in operational, technical, organizational, and cultural change management

Additional InformationThis position is a remote role, however ideally candidates will reside within a commutable distance to an existing Humana Finance office/metro hub to attend occasional in-person/team meetings. Business operations in EST.Scheduled Weekly Hours40Pay RangeThe compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.$149,800 - $206,100 per yearThis job is eligible for a bonus incentive plan.
