Position Description:

One (1) Permanent-exempt, full-time (40 hours), full year (260 days) position. Exempt employees are considered "at will" and serve at the discretion of the appointing officer.This position is grant-funded and is funded on a yearly basis. Hours are subject to change after appointment dependent upon grant status.The Senior Administrative Analyst will provide fiscal, administrative and management support for work-based learning programs including state and federal grants. This position will plan, organize, lead and/or participate in complex sensitive, and detailed analytic work in the areas of budget, financial/fiscal, economic, legislative and administrative policy and/or contract administration.

Job Duties:

1. Research, analyze, and make policy recommendations on special projects or highly visible public issues; direct complex financial or operational activities; respond to informational requests, including those of a highly sensitive nature, and may represent the department and other college departments, outside agencies and the public; acts as an executive assistant and provides administrative analysis to the department and high-level managers.2. Analyze trends in budget expenditures and revenues, prepare financial/statistical reports for management, Board of Trustees, and various funding agencies; coordinate and monitor departmental reporting to funding agencies including the subvention of funds to contracting organizations, and justify that funds are used as required.3. Coordinate the activities related to the application for, and management of multiple grants and contracts; monitor detailed and complex budgets, ensure expenditures remain within budget, and shift funds within guidelines; coordinate and monitor reporting to funding agencies including the subvention of funds to contracting organizations and justifies funds are used as required.4. Plan and perform economic and/or financial analyses including forecasting, revenue and/or expense projections, analysis of capital requirements, calculation of debt capacity, evaluation of financing alternatives; rate analysis, modeling, and cost/benefit analysis; prepare reports with financial/policy recommendations and appropriate supporting documentation.5. Analyze existing and proposed administrative policies and procedures as well as organizational problems; conduct difficult and detailed studies; identify administrative problems, determine methods of analysis, and identify trends; prepare and present reports with recommendations and appropriate justification based on studies and surveys; may coordinate the implementation of new systems and/or procedures.6. Prepare cost estimates and terms for new and existing contracts, for proposed change orders and modifications; review contract provisions, conduct site visits, and meet with program managers to develop cost estimates; meet with contractors to negotiate requests for additional costs; assist in analyzing costs related to change orders and modifications; maintain data and information resources on current industry cost standards for materials, equipment and labor costs; establish and maintain contact with sources of information including vendors, labor unions and governmental agencies.7. Coordinate activities related to the planning and implementation of CCSFs Work-Based Learning programs.8. Work with the CCSF Associate Dean of Workforce Development, administrators, department chairpersons, and other internal stakeholders to plan, implement, and successfully achieve work-based learning grant outcomes focused on employment and instruction.9. Serve as the lead to provide overall support in the planning, development, and implementation of day-to-day operations for work-based learning programs including grant-funded programs.10. Engage with public and private sector employers, and industry associations to secure employer commitment to Work-Based Learning.11. Administer contracts with partner organizations; monitor the implementation and delivery of new work-based learning programs and career services in accordance with District policies, procedures, and regulations.12. Prepare required grant narrative and financial reports; prepare and monitor grant budget to ensure income and expenditures are consistent with projections and regularly review with supervisor.13. Prepare written and oral reports as requested; develop and deliver presentations to businesses, industry, government agencies, and community-based organizations.14. Coordinate with other community colleges and regional workforce organizations in collaborative projects.15. Represent the Associate Dean and the District; attend various local and/or state agency meetings as assigned.16. Work with Sr. Accounting Clerk to prepare quarterly program and financial reports; monitor budget to ensure expenditures are consistent with projections and regularly review with the Associate Dean of Workforce Development.17. Perform related duties and responsibilities as assigned.

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions)may apply to a particular position and will be stated on the job ad.Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.Substitution:Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.Note: Work experience with the District as a College Work Study Student or Lab Aide (3591) Classification will not be considered or applied as qualifying experience.

Desirable Qualifications:

1. Two (2) years of experience with large scale grant-funded project leadership with complex partnerships.2. Experience in higher education and/or workforce setting.3. Experience developing and implementing work-based learning programs.4. Experience with student equity and diverse hiring practices.5. Budget management and contract management experience.6. Demonstrated ability to successfully communicate complex facts and ideas both in writing and in public speaking.7. Demonstrated ability to work under pressure and tight timelines.8. Demonstrated ability in identifying problems, to take initiative in carrying through the required actions to completion.9. Demonstrated ability to develop consensus through collegial consultation.10. Demonstrated knowledge in assessing organizational training needs, developing educational content based on specifications, program development, and evaluation.11. Successful experience in managing workforce training grants.12. Demonstrated knowledge in all phases of the business operations, including cost neutral self-sustaining programs, controlling and managing operating budgets.13. Successful experience in personnel management and success in working with higher education administrators, classified staff, department chairs, and faculty or equivalent in another complex organization/industry.14. Expertise in computer software applications related to data analysis and report generation, including a high level of proficiency in Excel.

Benefits:

1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Years Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Years Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school-term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
