San Diego Youth Services JOB ANNOUNCEMENT Accountant II San Diego Youth Services seeks an Accountant II in the Fiscal Department to be based at the Administration office. This is a full-time & non-exempt position reporting to Accounting Manager. San Diego Youth Services: Who we are San Diego Youth Services has helped improve the lives of more than 780,000 homeless, runaway and vulnerable youth since its beginning in 1970. We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing to more than 28,000 youth every year at 100+ community and school locations. Through prevention, early intervention and treatment, we also help youth before they need higher levels of care or become homeless. We aim to:

Meet the basic needs of youth. Hunger, poverty and youth homelessness are on the rise for many youth and their families today. We help meet these basic needs for youth. What could be more vital than food and shelter? We provide safe places to live and long-term solutions through shelter, foster homes, community centers and housing.

Create positive connection. We help youth focus on positive life changes and healthy relationships as part of providing needed resources and services. San Diego Youth Services has long provided foster homes and adoption support services for families considering adopting a youth in the foster care system.

Help youth develop life skills. In addition to a range of safe and stable housing options, we offer support tohelp youth develop the independent living skills necessaryto become self-sufficient and keep off the streets.

Promote overall health and well-being. Early intervention and care for the whole child are critical. We provide a broad continuum of services to help youth overcome trauma and challenges that put them at risk, includingcase management, counseling, mental health treatment and educational support and resources.

SDYS has a staff of approximately 250 employees and 80 volunteers working across San Diego County and an annual budget of approximately $24 million.

CONTEXT OF THE POSITION

This position is primarily responsible for contract claims preparation, financial analysis, and fiscal support. The job involves preparing and submitting contract claims on time, tracking spending and budget line items, analyzing expenses for compliance, and recording revenues and payments accurately. The role also includes handling subcontract invoices, generating financial reports, and assisting with budgeting processes. The employee must stay updated with fiscal policies and procedures, maintain files and records, and provide support to the fiscal department and other teams as needed. Additionally, the position requires adhering to SDYS standards, maintaining confidentiality, communicating effectively with diverse individuals, and fostering a positive work environment. Flexibility to work in different settings is expected.

Essential functions include:

Prepare and submit contract claims by the required due dates.

Prepare monthly billing summary for assigned contracts claims to track current and cumulative spending of budget line items.

Analyze general ledger, ensure expenses billed are allowable, allocable, reasonable, and correctly categorized.

Prepare and post journal entries for Administration cost allocations for assigned contracts claims and GL adjustments.

Generate reports in accounting software as requested.

Record revenues for assigned contracts claims.

Record claim payments and other cash receipts correctly in accounting software for both Agencies.

Obtain monthly subcontract invoices and required supporting documents, verify accuracy, allowability of the expenses billed (based on information such as contract budget and allowed indirect rate). Prepare check request for the subcontract invoices.

Response to billing questions from internal staff and external claim reviewers.

Track amount claimed and payment received for assigned contracts.

Reconcile monthly American Express charges, record credit card expense and payment entries in Accounts Payable, maintain associated fiscal check requests and supporting document.

Keep current with changes in fiscal policy & procedures, list of accounts, and cost allocation plans. Apply changes to relevant procedures.

Maintain files for all claims and contract budgets.

Assist Contracts & Budget Supervisor with budgeting processing.

Assist Program Manager and Contracts & Budget Supervisor in financial analysis, propose budget modifications.

Keep funders and agency management informed and maintain communications.

Assist with coding of expense and revenue as needed.

Assist with Accounts Receivable items on the annual audit schedule, such as preparation of Accounts Receivable confirmations, schedules, gathering claim, cash receipt supporting document, etc.

Answer questions regarding the contract billing, cash receipts, and other requests from the auditor.

Support team member with agency and program audits as needed.

Maintain data collection and contract compliance of records.

Maintain various fiscal support records as assigned.

Maintain updated procedures for all tasks in job description.

Maintain a working knowledge of MIS equipment.

Perform other duties as assigned

PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

Bachelor’s degree in accounting preferred with at least two years of experience in accounting.

Detail oriented and organized.

Comfortable with figures and calculations.

Experience at non-profit social service organizations is desired.

Must have and be willing to use own (properly insured) car.

Ability to communicate well.

Experienced using computers, including spreadsheet, computerized accounting software and word processing applications.

Must be able to work with and represent a culturally and ethnically diverse community.

Must be able to follow all the guidelines provided by the agency, government, and health authorities to maintain safety and health when the job requires physical presence and/or contact with others during the COVID-19 pandemic.

Salary Range : $29-31/hour
